Yes, yourself. Deactivated stores appear under the Inactive tab in My Stores. Open one and there is a Reactivate button in Settings that turns it back on.
The one thing that does not come back automatically is any pay-button key that was revoked when you deactivated. If checkout does not work after reactivating, add an integration again to get a fresh key.
